These photos were taken a couple months after the worldwide COVID-19 (aka coronavirus) pandemic had begun. At that time, people in the Bay Area where limited in how far they could venture away from their home due to travel restrictions. However, being outside for the purposes of exercise and recreation was permitted by the stay-at-home orders. To a degree, it was even encouraged for people's physical and mental health to keep up exercise routines and get outside from time to time. But even then, everyone was encouraged to keep a six foot distance from one another when outside in order to limit the spread of the virus.
Because of those distance restrictions, it sounded like these kitesurfers were frequenting this particular location a bit more often they normally would. I was riding my bicycle on a trail that follows along the Bay when I originally spotted these kitesurfers. This combination of events is what caused me to spot the kitesurfers. I was able to watch them for a bit and say hello (while social distancing and wearing a mask because of the pandemic, of course).
